A criminal organization hires some ninjas to steal the formula for a new drug, described as cheaper and more powerful than cocaine. As it turns out, the industrialist who financed the research has taken elaborate steps to make sure that the new substance won´t fall into the wrong hands, and the ninjas find they have only succeeded in stealing half the formula. To please their disgruntled employers, the evil ninjas try to blackmail the industrialist into handing over the remaining half and it´s up to the Mexican Ninja and his pals to stop him.

A twenty year old feud between Ronald, a benevolant village leader and Roger, an evil tyrant, leaves Ronald dead and Roger running the village with an evil bunch of ruffians. Ronald's three children have been split up and are now young adults. Jimmy, the eldest, has been in training for 20 years to extract revenge upon his father's killer and retain control of the village. Meanwhile, evil Ninja leader Victor has stolen the Black Ninja Warrior from Charles, the new leader of the Red Ninjas. Charles sets out to recapture the Black Ninja Warrior and prevent Victor from stealing the Gold Ninja Warrior. Jimmy heads for the village to get Roger as Charles begins his quest to find and destroy Victor. A successful art dealer is sought out by law enforcement after terrorists take some scientists hostage. Finding no possible solution, a law enforcement agent approaches the dealer (Beck). Mr. Cosmo, the agent believes the dealer to be linked to the ninja responsible for tracking down criminals and serving them justice.
